This narrow focus stands in sharp contrast with the reality of the informal economy, society, and habitat or the cities, which are intimately connected with the formal economy, society, and habitat of the cities in a symbiotic relationship that not only provides beneﬁts to both sides but also generates big problems.
Accordingly, the settlement upgrading interventions should become the responsibility of the whole municipal administration, not just the sector unit in charge of housing. This will require breaking down the silo culture that is common in the management of most local authorities, in which interventions by one unit are not revealed to the others.
